Born January 12, 1918, in Pigeon Forge, TN, she was the daughter of I. Perman and Leona Southard Franklin. She was a graduate of Smoky Mountain Academy and a member of Henderson Chapel Baptist Church.
From 1946-1966, her late husband, Ray C. Noland, served 12 years as Sheriff of Sevier County. A gifted cook and a natural-born manager, she was often referred to as “Mrs. Sheriff” as she oversaw daily operations of the jail, including much of the cooking duties. In recent years, she devoted time to her interest in handcrafts. Many of her works, especially her quilts, received recognition and honors.
In addition to her parents and husband, she was preceded in death by her daughter, K. Louise Noland Galyon; sister, Lee Walker; and infant brother, Oscar Knight Franklin.
She is survived by a loving family and friends too numerous to list. Among them are two children and their spouses: Ray Craig and Mary Jane Noland; and Ersa Rhea (Noland) and Charles Smith.

Sisters and brother-in-law: Iva Franklin Campbell; Dr. Lester and Rue Franklin VanMiddlesworth of Memphis.
