Local man confesses to rapes By:ANNA GARBER, Staff Writer March 04, 2002 SEVIERVILLE - A Sevierville man has been charged with three counts of rape of a child less than 13 years of age. Roy Clarence Whaley, 61, of 1134 Hummingbird Lane, Sevierville, was arrested by police Friday. He was being held in Sevier County Jail Saturday on a $100,000 bond. "Mr. Whaley came to the department, worked closely with the detectives and has confessed," said Police Chief Robbie Fox. Fox said Whaley admitted sexually abusing three children over a period of six years. Their ages range from 8 to 15, Fox said. One of the children reported the alleged abuse, Fox said. The Department of Children's Services called in an investigating team that included Crystal Ratcliff of DCS and Sevierville Police Detective Eric Ramsey, he said.
