Cogburn announces candidacy for Cocke County Mayor
Paul Cogburn of Parrottsville has announced his candidacy for Cocke County Mayor in the May 6 primary. Cogburn, a retired educator, devoted 34 1/2 years to the education of Cocke County’s children.
Born and reared in Parrottsville, he graduated from Parrottsville High School in 1973 and received his Bachelor’s degree in education from ETSU in 1978. He later earned his Master’s degree from ETSU in Curriculum Instruction and completed an addition 45 hours of post-graduate work in Supervision and Administration and Special Education.
His early years in education included time as a classroom teacher and teaching principal. He served 19 years as principal of Smoky Mountain Elementary School, before being transferred to the Cocke County Central Office.
His duties there included serving as the Cocke County School System’s complaint manager, disciplinary hearing officer, liaison for the homeless, Office of Civil Rights representative, and serving as one of Director Larry Blazer’s Assistant Directors.
He also was in charge of public relations for the system and, with the help of “excellent teachers,” he says, developed a pacing guide for language arts. He also implemented countywide teaching and test analyses for TCAP and served three years on the panel that selects the Tennessee Teacher of the Year.
He is an active member of First United Methodist Church and served as a UMC Lay Speaker for four years. He teaches “That Class” Sunday school class, is a member of FUMC Methodist Men, helped establish the church’s Smitty’s Program, and helped arrange a mission trip to Mexico.
The son of Frances (Myers) Cogburn of Parrottsville and the late Harrell Cogburn, the candidate is married to the former Marta Murphy of Alcoa. They have two children: daughter Jenny and her husband James Murray, who reside in Jonesborough with daughter Abigail, “the apple of our eye,” and son Daniel Cogburn of Parrottsville.
His siblings are Mary Anne Vick of Parrottsville, CCHS librarian; Linda Brown of Newport, a teacher at Edgemont Elementary School; Charlie Cogburn of Kingsport, who is employed by PrestonMcNeese Woodworking, and Carol Watts of Newport, Financial Officer for the Cocke County School System.
“Cocke County should be a wonderful place to raise a family, a place where our children have a future,” he said. “It should be a place where sustainable employment meets the needs of its citizens and its employers. It should be a place where people are prepared for tomorrow’s job market and industries are encouraged to come. This should not be a dream but a reality as Cocke County moves into the future.
“In 1963, President John F. Kennedy used the phrase, ‘A rising tide lifts all boats.’ Generally this phrase is associated with improvements in the economy. When a sagging economy improves, everyone benefits. Undoubtedly, the global economy and the job market affect the rise and fall of the tide. In a very real way, Cocke County citizens compete with everyone else on earth, all 7 billion of us, for every open job. It will take cooperation among ALL county leaders, working in partnership with regional, state and federal agencies, along with EVERY citizen, to create a viable and sustainable healthy economic community through employment. In this way, the rising economic tide lifts everyone and benefits all.
“Education also affects this rising tide. By making post-secondary job training available in Cocke County, as we have in partnership with Walter State Community College for several decades, both job seekers and employers can prepare for success. When a county’s educational partners increase their job training programs, job seekers have many more opportunities to prepare themselves for an ever-changing global job market. Clearly, industry leaders are drawn to a community with a well trained workforce. I will work with our educational partners to explore opportunities to enhance our job training curriculum here in Cocke County. Once again, the rising tide lifts everyone.
“I want to bring this rising tide to Cocke County. Therefore, I am officially announcing my candidacy for the office of Cocke County Mayor in the 2014 Republican Primary on May 6. My years as an educator, principal, and system level administrator have convinced me that being prepared for the future will improve the standard of living for all in Cocke County. As mayor I will work to increase sustainable employment, provide more opportunity for post secondary job training and make our county an even better place to raise a family.
