NEWPORT-Ralph D. Shelton, 69, of English Street, in Newport, was struck and killed by a vehicle headed east on Interstate 40 on Friday, Jan. 27, at about 6:30 p.m., the Tennessee Highway Patrol reported.
THP Trooper Eric Raines reported that Shelton walked from the left side of I-40 at Mile Marker 436 into the eastbound lanes and was struck in the right lane by a 2000 Chevy Silverado pickup truck driven by a man from Beloit, Wis.
The report states that the vehicle carried Shelton for a short distance before coming to a stop on the shoulder of the interstate. Shelton was then thrown from the pickup truck, Raines stated.
Shelton's wife, Carolyn, who lived with Ralph, reported her husband missing earlier in the day, at 5:15 p.m., to the Newport Police Department, stated Patrolman Josh Holt.
Carolyn Shelton allegedly told the police Ralph Shelton had "a mental issue" and asked officers to look around for him. She stated that he allegedly liked to walk downtown.
Officers looked for Ralph Shelton, but didn't locate him, Holt reported. He said officers passed along information about Ralph Shelton missing to the oncoming shift in the police department.
Holt's report stated that officers had been to the Sheltons residence "several" times in the past two weeks on similar incidents where he left the residence without prior notification.
