Plaque dedicated to Effler

The police department was crowded Thursday, Dec. 20, for the dedication ceremony for a plaque to former Zionsville Town Marshal David Effler. It wasn’t the cookies that brought them out into the cold, but the service Effler gave to his community.
“He was a leader and mentor to everyone he met,” Zionsville Town Marshal Rick Dowden said. Effler is the standard that all new town marshals strive to meet.
“One by which I measure myself each and every day,” Dowden said.
Effler joined the Zionsville Police Department in 1980. He became marshal in 1988 and served in that position until his death in January 2004.
Zionsville Town Manager Ed Mitro read a proclamation retiring Effler’s Unit Number, No. 901.
Pam Effler, David’s wife, said he had a difficult childhood. During his youth, he sometimes had incidents with the police.
“David was left with the impression of someone who did care about him,” she said. That impression would later lead him to law enforcement.
During his career he looked for those people who weren’t asking for help, but still needed help, she said.

Marshal Effler was a twenty-three year veteran of the Zionsville Police Department. He was appointed as a Deputy Marshal in 1980 and later attained the rank of Lieutenant in the Patrol Division. In 1988 he was appointed Town Marshal and served in that capacity until the time of his death January 2, 2004. His leadership, direction and focus on the future will be missed by all who served with him. He is survived by his wife Pam and their three children.
