He was preceded in death by his parents Silas and Nora Fine McCarter. He is survived by his wife of 54 years Jean McCarter; daughter and son in law Vickie and Mike Vassar; granddaughter and grand son in law Misty and Benji Myers; great-grandchildren Deven Anthony and Hallie Opal Myers all of Newport and several cousins of Newport and Knoxville. Neil was the owner and operator of Neil’s Paint and Body Shop for many years. He attended Big Pigeon Primitive Church. The family will receive friends from 6-8 p.m. Saturday August 5, 2006 at Manes Funeral Home with the funeral to follow at 8 p.m. in Manes Funeral Home Chapel.
