She was preceded in death by her husband, Otha Starkey, parents, David Tobe and Margaret Patty, brothers, Coy and Loye Patty, sister, Pat (Maude) Taylor. Survivors: Daughter and Son-in-law: Caryn and Michael Neff Son and Daughter-in-law: Michael and Stephanie Starkey Grandchildren: Cole Neff, Emily Starkey, Arielle Starkey, Michael Neff, Ashley Irwin, and Hannah Neff.
