BAKER -- Congressman's Widow Irene Bailey Baker, 92, a Knoxville, Tenn., resident who was the widow of a congressman and mother of a former U.S. Senate Republican leader and presidential chief of staff, died April 2 at a hospital in Loudoun, Tenn. The cause of death was not reported She was the widow of Howard H. Baker (R-Tenn.), who served in the House of Representatives from 1951 until his death in 1964. Her son, Howard Jr., who entered the Senate from Tennessee in 1967, served as Republican leader from 1977 until retiring in 1985. He was White House chief of staff in 1987 and 1988. In addition to the former senator, of Huntsville, Tenn., survivors include two daughters, Mary Baker Stuart of Abingdon, Va., and Beverly Baker Patestides of New York; six grandchildren; and seven great-granchildren.
