Medical Center in Knoxville. He was preceded in death by his parents Lester and Rhoda Garner , sister Ella Mae Ivey, brother Cephas Garner , step-daughter Wilma Cutshaw, step-sons Earl Cutshaw and John Henry Cutshaw, and brothers-in-law Palmer Ivey, Robert Northern, and Eugene Owenby. Survivors include his sisters Wanda Northern, Wilma Owenby, Molly (Thomas) Ottinger, Helen (Gene) Ottinger, and Virgie Ottinger, all of Newport; step-children Diana Raines of Greeneville, Janie Harris and Larry Cutshaw, both of Newport; and sister-in-law Betty Garner of Newport. Additional survivors include step-grandchildren and step-great-grandchildren, including Davy Raines and Carroll Raines, both of Newport, and several nieces and nephews. A graveside service will be held at 2:00 p.m. Saturday, January 2, 2016, at Resthaven Memorial Gardens with Pastor A.L. Hall and Pastor Randy Swann officiating. The family will receive friends from 1:00—2:00 p.m. Saturday in the Resthaven Mausoleum Chapel prior to the service.
